ST. LOUIS: The Missouri General Assembly has given final approval to House Bill 2934, with the Missouri Senate passing the legislation by a decisive, bipartisan 29 to 1 vote. The bill now heads to the governor’s desk for signature.
The legislation establishes a unified governance structure for America’s Center and The Dome, aligning oversight under a single entity to streamline operations, enhance accountability and ensure long-term stewardship of these critical public assets. This bill also provides future investments into America’s Center and The Dome through existing hotel taxes.
Explore St. Louis and regional leaders extended their appreciation to Senator Brian Williams, who led the bill’s passage on the Senate floor, along with Senator David Gregory and Senator Steve Roberts, both of whom filed companion bills. The bipartisan support of the St. Louis region’s Senate delegation mirrored the bipartisan support seen in the House, which passed the original legislation sponsored by Rep. Brad Christ 121-24.

The legislation reflects a coordinated effort across local and state leadership to modernize governance and strengthen the region’s ability to attract meetings, conventions and large-scale entertainment opportunities.
Regional stakeholders also reiterated their appreciation for the collaboration that made passage possible.

“Today’s vote builds on the strong bipartisan support we saw in the House and underscores the importance of these facilities to the entire state,” said Joe Blanner, chairman of the St. Louis Regional Convention and Sports Complex Authority board. “A unified governance model strengthens transparency, improves coordination and ensures these assets are positioned for long-term success.”
America’s Center Convention Complex and The Dome are central to the St. Louis visitor economy, generating significant economic impact through conventions, tourism and major events. The transition to unified oversight is expected to improve operational efficiency, support strategic investment and enhance the region’s competitiveness on a national and international stage.
With final legislative approval secured, House Bill 2934 now awaits action by the governor.
